BUILDING
SEWER PROCEDURE

All applicants for building
sewer connections shall apply at the District's office.
DEFINITION:
For purposes of this
procedure, a "Building Sewer" shall mean a pipe connecting a
public sewer with a building or with one or more other pipes
serving the same lot, project or buildings under the same
ownership, for the purpose of conveying sewage of any kind
from said building, pipes, lot of project to the sewer.
ENTITLEMENT:
The District shall
provide a building sewer connection for each abutting lot that
was designated on the Town of Wells Assessors' Maps that were
in effect at the time the sewer lines were installed.
COST:
If by oversight the District, a connection was not installed
for a particular lot specified on the Maps, the District will
incur the cost to have a connection installed for that lot.
However, the cost for the actual connection will be the
responsibility of the applicant. In situations which require
the District to furnish a portion of a building sewer, that
portion shall consist of the pipe from the public sewer to the
edge of the traveled way.
APPLICATION:
Before the District
shall issue a building sewer connection permit, the applicant
must complete a sewer connection permit form and provide
information to the District's Superintendent in regard to:
1. the location of the project
2. ownership of the property
3. the licensed drainlayer who will make the connection
4. a description and specifications of the proposed project
FEES:
The appropriate connection and
permit fees shall be paid by the applicant to the District
prior to the issuance of the permit.
REVIEW:
The Superintendent will review
the building sewer permit application and, if necessary,
require the plans to be reviewed by the Board of Trustees. If
it is determined by the Superintendent that a building sewer
plan is needed, then the applicant shall furnish such plan in
the detail required by the Superintendent. The cost of the
plan shall be the responsibility of the applicant. When the
review is complete, if the application is approved, the
Superintendent will issue a building sewer permit and "tie
sheet" for the building connection.
